REACH
The preliminary registration of phase-in substances has been completed and
the REACH enforcement phase has now begun. The priority
is to ensure that the manufacturers and importers register the substances
in an orderly manner and in compliance with the defined time limits: the
authorized time is of less than 2 years for substances whose quantity exceeds
one thousand tons per year, for CMR substances whose quantity exceeds one
ton per year and for R50/53 risk-phrase substances whose quantity exceeds
one hundred tons per year. For downstream users, it is a matter of informing
the supplier as to how the substances are used for identification purposes.
The tasks to be completed are numerous and they should be assigned appropriately
to guarantee the success of REACH enforcement.
In this framework, SME Environment offer their expertise

are familiar with the associated hazards and can analyze the operating conditions
in industrial or professional environments.

status of certain substances you deal with: polymers, intermediate substances,

grasp the different aspects of regulations.
SME Environment also assist you in the elaboration of the
life cycle of substances and in the definition of exposure scenarios for
the different stages, taking into consideration the operating conditions
and risk control measures applied. Exposure scenarios are essential to assess
the chemical safety and also to justify the simplified registration of intermediate
substances, to justify the non-notification of substances of very high concern
in an article and to justify the exemption from certain toxicological or
ecotoxicological tests. Downstream users are also concerned: elaborating
their own exposure scenarios may enable them to inform their supplier on
how they use the substances or to compare their operating conditions with
the recommended conditions.
Exposure scenarios provide input data for chemical risk assessment.
SME Environment can help you to calculate the exposure for each
scenario and assess risks, based on the intrinsic properties of the substances.
It will initially be a qualitative approach, based on conservative models;
this may, in some cases, have to be refined, particularly by modifying the
conditions used in the exposure scenarios.
SME Environment have a list of substances concerned by
the various regulations and provide follow up of the candidate substances
and/or those subject to authorization. This data can be used following a
precise method to specifically examine the criticality of certain substances
with regard to their inclusion risks in annex XIV.

of your Safety Data Sheets and also the exposure scenarios to be annexed.
